One change in 3.0.2 that I didn't catch is that hit is now capped at 100% rather than 99%, meaning its now possible to never get resists with enough hit rating.
A little clarification. Im sure most have noticed but .. resists and spell misses are now logged seperatley in the combat log. So if your spell misses, you will get a "Miss" and the spell will sail over the mobs shoulder. If you see a spell "Resisted" it is becasue the spell was actually resisted by the mob, and no amount of +hit stacking will change that. +Spell Pen on the other hand will.
So in the above statement "it is now possible to never get misses" is more acurate. Sry star for being a knitpicker :p
