Decided to do a little digging on what stats I need to be raiding at level 80.  the new targets are 157 for level 82 elites, which we should already have had with some of the gear from TBC, but to hit those level 83 mobs, the cap jumps HUGE to 447.  Lower, of course, with +hit talents.

Fire and frost mages with Elemental Precision, arcane mages with Arcane Focus, shamans with Elemental Precision, Destruction warlocks with Cataclysm, Affliction warlocks with Suppression, shadow priests with Shadow Focus the level drops to 368

Druids with Balance of Power the level drops to 342

Shadow priests with Shadow Focus and Misery the level drops to 289

Balance druids with Balance of Power and Improved Faerie Fire the level drops to 263

Hope this helps those looking to get start raiding at 80.

Thanks for the info Oogall. For those in doubt, the WoWWiki page on Spell hit confirms these values. One change in 3.0.2 that I didn't catch is that hit is now capped at 100% rather than 99%, meaning its now possible to never get resists with enough hit rating.

One change in 3.0.2 that I didn't catch is that hit is now capped at 100% rather than 99%, meaning its now possible to never get resists with enough hit rating.

A little clarification. Im sure most have noticed but .. resists and spell misses are now logged seperatley in the combat log. So if your spell misses, you will get a "Miss" and the spell will sail over the mobs shoulder. If you see a spell "Resisted" it is becasue the spell was actually resisted by the mob, and no amount of +hit stacking will change that. +Spell Pen on the other hand will.

So in the above statement "it is now possible to never get misses" is more acurate. Sry star for being a knitpicker :p

OK i need help.. I just found out that all my cap ratings have change.. I have spoken to a few people to see what my hit, spell , crit and haste rating should be.. I have gotten different answers each time.. the difference is big.. can someone please set me straight..

Spell Hit

For a raid boss (lvl83) you will need 446 rating, if you have 3 points in suppression it is 342 rating.

Haste

To get your global cool down to the minimum 1second it will take 1639.5 rating.

Check this page out http://elitistjerks.com/f80/. It will tell you everything you need to know about the mechanics of all variations of locks ( and any other class you wish to look at in other forums on the site ).
Only the mechanics however, hit caps, suggested rotations for max dps, that sort of thing.
